To work towards a long-term solution, Feet First Philly is building a database with times and locations to share with decision makers in Philadelphia. This database will convey how wide-spread this issue is and push through sustainable solutions like enforcement. Each of the items in this database breaks the regulations set by the City of Philadelphia. City Code Chapter 12-913 outlines the regulations for parking and stopping, and clearly states, “Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic-control device, no person shall: (a) Stop, stand or park a vehicle: (i) On the roadway side of any vehicle stopped or parked at the edge or curb of a street. (ii) On a sidewalk except that a bicycle may be parked as provided in Section 12-807. (iii) Within an intersection. (iv) On a crosswalk.”
